Preparation Phase

The Preparation Phase for the BSU initiative began in autumn 2010 and ended with submission of an application to Danida 15 May 2011.

During the Preparation Phase, the PSDR held three workshops:

  • A Launch Workshop was held at Copenhagen Business School on 27 October 2010, which introduced the initiative to researchers at the involved Danish universities.

  • A Planning Workshop "Developing a Platform for Stability, Democracy & Rights" was held at Hotel Vejle Fjord on 13-14 January 2011, with participants from involved Danish universities and representatives from selected South partner universities.

  • A second Planning Workshop was held a Hotel Jacaranda, Nairobi, on 13-14 March 2011, with invited participants from South and North partner universities.

In addition to the three workshops, task forces of 3-5 members representing the Danish universities conducted Fact Finding Missions to: Uganda, Kenya, Tanzania and Nepal.

  • Jens Seeberg (AU) visited Gulu University in October 2010. He met with the Vice Chancellor and representatives from administration, faculties and schools to present the BSU initiative and the PSDR, and discuss and explore the possibilities for collaboration under the BSU initiative.

  • In November 2010, Preben Kaarsholm (RUC), Bodil Folke Frederiksen (RUC), Arne Wangel (DTU) and Anne Marie Ejdesgaard Jeppesen (KU) visited Kenya and met with representatives from University of Nairobi, Moi University and Maseno University. The task force also met with representatives from the Danish Embassy in Nairobi to present the BSU initiative and discuss possibilities for synergy an collaboration with other Danida funded initiatives in Kenya within the areas of the PSDR.

  • Jens Seeberg (AU), Arne Wangel (DTU) and Pia M. Larsen (PSDR) visited University of Dar es Salaam in December 2010. They met with representatives from management and administration, as well as management and academic staff from faculties, schools and departments, to present the BSU initiative and the PDSR, and explore the possibilities for collaboration.

  • In December 2010, Jens Seeberg (AU) and Karen Valentin (AU), and in March 2011, Poul Erik Nielsen (AU) and Jens Seeberg (AU) visited Nepal and met with management and academic representatives from Kathmandu University and Tribhuvan University to explore the possibilities for collaboration under the BSU initiative.

Based on the input from the Danish research community and the findings from the Fact Finding Missions, the Danish Platform Steering Committee decided to focus on collaborating with:

  • Gulu University (Uganda)
  • Maseno University, Moi University and University of Nairobi (Kenya) - in a consortium
  • Tribhuvan University (Nepal)

In a highly participatory process including both North and South partners, a proposed activity plan with budgt for each South partner university was developed, taking into close consideration the needs and strategic plans of the South partner university; the strength of the Danish research community within the scientific areas, and; the strength of the Danish research community with human and institutional capacity building.

The activity plans were included in the PSDR application, which also provided an overview of the South partner institutions and their specific needs; the relevance of the academic focus areas in relation to the national priorities and the Danida strategy, and; an overview of the scientific strength of the involved Danish research community and it's experience with human and institutional capacity development in developing countries.

Before submitting the platformsø applications to Danida, these were reviewed by an Innternational Review Panel. The panel provided both general observations on the BSU initiative and specific comments and recommendations for each of the four applications. Based on the recommendations from the panel Universities Denmark finalised and submitted a joint application for the BSU initiative to Danida.

The Danish Board for International Cooperation approved the BSU application at their meeting on 8 June 2011 and provided a grant of DKK 60 million to the BSU initiative for a two years period.
